IN DEMAND Recruitment & Consulting Inc. is recruiting a CAPITAL SAFETY MANAGER for our Chicago Heights, IL client.

Based in Chicago Heights, IL Company is looking to engage a motivated Capital Safety Manager who will be responsible for the day-to-day safety of capital projects ensuring compliance with applicable regulatory and company requirements, working closely to the construction manager/leader anticipating what is needed to safely execute the projects, participating on scope definition, engineering reviews, leading the safety contracting management programs, issuing permits, delivering training, and supporting activities at all facilities.

JOB DESCRIPTION:

Ensures Company’s compliance to applicable HSE and company requirements including, but not limited to: Procedure management (creating, reviewing, updating and auditing), such as but not limited to: Permit to Work, Hazard Communication, Lockout/Tag-out, Respiratory Protection, Process Safety Management, Personal Protective Equipment, Blood-borne Pathogens, Emergency Action Plans, Confined Space Program, Hazardous Waste Operations and Emergency Response (HAZWOPER), Electrical Safety, Fire Prevention Plans, etc.

Actively involved on scope definition and design engineer.

Close collaboration with the Construction Manager/Lead anticipating Company and overall safety requirements to ensure a safe execution of the projects without disruptions of the schedule and false starts.

Close collaboration with the project schedule plan proactively identifying safety requirements to be included in the execution plan.

Coordinates the Management of Change related to the capex projects.

Update and/or develop procedures as part of the project assessments.

Participating on the process hazard analysis, HAZOPs, and other process safety requirements

Leading/participating in the PSSR – pre-startup safety requirements.

Review and audit – process safety review of construction plans.

Investigate work related accidents, injuries, or occupational diseases to determine causes and preventable measures.

Preview projects with contractors and project management before work begins to determine safety related risks and mitigation. Oversee the Permit to Work process to ensure compliance.

Be present at active projects to assess ongoing work conditions to ensure compliance.

Work with project management team and field workers to develop and implement solutions to safety related issues on project sites.

Inspect facilities, tools, and equipment to identify and correct potential hazards, and to ensure safety regulation compliance.

Administer and ensure training policy and qualification compliance for the contractor management program.

Develop and mentor employees/contractors to a take corrective action when necessary.

Evaluate adequacy of actions taken to correct Environmental Safety and Health inspection violations.

Conducts meetings, toolbox talks with Contractors, Project Managers, Operations, Supervisors, Foreman to discuss standards, citied violations, lessons learned, and potential hazards to resolve disputes regarding occupational safety issues.

Addressing industrial hygiene and occupational health needs to execute the capex projects.

Working closely to the environmental engineer to address project’s needs.

Anticipating and preparing the information required to update license to operate requirements related to projects.

Coordinating together with HSE department any need related to license to build and license to operate.

Other duties as assigned by the Director of HSE – North America

QUALIFICATIONS:

  • Bachelor’s degree and 8+ years of experience leading HSE programs and development
  • 3+ years of people management.
  • The right candidate will have experience and knowledge in conducting root cause analysis (RCA) techniques and leading behavior-based programs.
  • Ideally, you will also have 5+ years of experience on construction and capex execution programs and experience with chemical plant operations.
