<h2>THE OPPORTUNITY</h2>

<p class="isSelectedEnd">Reporting to the Safety Manager, this position will serve as a key site resource for <strong>personal safety, incident investigations, regulatory compliance, and continuous improvement</strong>. The Safety Engineer will maintain a strong field presence, working directly with Operations, Maintenance, contractors, and employees to identify risk, strengthen safety programs, and prevent incidents.</p>

<li>Serve as the primary site lead for <strong>incident and near-miss investigations</strong>, root-cause analysis, and corrective/preventative actions.</li>
<li>Ensure compliance with applicable <strong>federal, state, and county regulations</strong>, industry standards, and company safety requirements.</li>
<li>Develop, evaluate, and continuously improve site safety programs.</li>
<li>Support critical programs including <strong>permit to work, energy isolation, hot work, confined space entry, contractor safety, and turnaround safety</strong>.</li>
<li>Maintain a visible field presence, providing safety coaching, observations, inspections, and audits across active operating units.</li>
<li>Provide hands-on safety support during <strong>major turnarounds, maintenance outages, and high-risk field activities</strong>.</li>
<li>Utilize <strong>ABS Causal Analysis and Triangle of Prevention (TOP)</strong> methodologies for incident investigations.</li>
<li>Track corrective actions and present investigation findings and recommendations to site leadership.</li>
<li>Develop and monitor <strong>safety KPIs and metrics</strong>, using data to identify trends and improve safety performance.</li>
<li>Develop and deliver safety training for employees and contractors.</li>
<li>Partner with the Industrial Hygienist to identify and mitigate workplace health risks.</li>
<li>Collaborate with safety professionals across the organization to share best practices and support internal health checks.</li>
</ul>
<h2>WHAT YOU BRING</h2>
<ul data-spread="false">
<li>Bachelor&#8217;s degree in <strong>Safety Engineering, Occupational Safety, or a closely related field</strong>.</li>
<li><strong>5–10 years of relevant field safety experience within an industrial or processing facility</strong>.</li>
<li>Previous safety engineering experience within <strong>petroleum refining or chemical manufacturing</strong>.</li>
<li>Strong knowledge of industrial safety programs, including <strong>permit-required confined spaces, hot work, energy isolation, and contractor safety</strong>.</li>
<li>Experience supporting <strong>turnarounds and maintenance outages</strong>.</li>
<li>Experience working directly with a <strong>unionized hourly workforce</strong>.</li>
<li>Experience with an <strong>industrial fire brigade</strong>.</li>
<li>Strong root-cause investigation experience; knowledge of <strong>ABS Causal Analysis and TOP</strong> preferred.</li>
<li>Ability to analyze safety data, develop KPIs, identify trends, and translate findings into corrective actions.</li>
<li>Strong leadership, communication, coaching, and influencing skills.</li>

<h2>WORKING ENVIRONMENT</h2>

<p class="isSelectedEnd">This is a senior technical leadership opportunity responsible for the <strong>reliability, integrity, and performance of the site&#8217;s fixed and rotating equipment</strong>. As a member of the <strong>Extended Leadership Team (ELT)</strong>, you will lead a specialized engineering team while partnering closely with Operations, Maintenance, Technical Services, and Capital Projects to improve equipment performance, reduce operational risk, and support safe and reliable refinery operations.</p>
<h2>WHAT YOU&#8217;LL DO</h2>

<li>Lead and provide technical direction to <strong>Fixed Equipment, Corrosion &amp; Materials, and Rotating Equipment Engineers and Field Specialists</strong>.</li>
<li>Manage staffing, succession planning, technical development, performance, coaching, resource allocation, and departmental budgets.</li>
<li>Develop and execute long-term <strong>asset integrity and reliability strategies</strong> for fixed and rotating equipment.</li>
<li>Lead programs involving <strong>corrosion management, condition monitoring, fitness-for-service (FFS), vibration analysis, machinery reliability, and equipment risk assessment</strong>.</li>
<li>Establish and monitor KPIs related to asset health, reliability, risk reduction, and team performance.</li>
<li>Ensure compliance with applicable regulatory requirements, industry codes, and engineering standards.</li>
<li>Provide senior technical guidance to site leadership and promote a culture of <strong>Shared Stewardship of Assets</strong>.</li>
<li>Partner with Operations, Maintenance, Capital Projects, and Business Services to improve equipment availability and plant performance.</li>
<li>Provide technical leadership for <strong>capital projects, turnaround scopes, and major reliability improvement initiatives</strong>.</li>
<li>Drive continuous improvement initiatives focused on reducing operational risk and improving plant online factor.</li>

<h2>WHAT YOU BRING</h2>

<li><strong>B.S. in Engineering</strong>, with Mechanical Engineering preferred.</li>
<li>Minimum <strong>10 years of direct fixed and/or rotating equipment engineering experience within refining, petrochemical, or chemical processing environments</strong>.</li>
<li>Minimum <strong>5 years of formal supervisory or management experience leading engineering teams</strong>.</li>
<li>Strong technical knowledge of <strong>damage mechanisms, API 579 fitness-for-service, vibration analysis, asset integrity, and machinery reliability</strong>.</li>
<li>Experience managing engineering resources and departmental operating budgets.</li>
<li>Demonstrated experience supporting <strong>major turnarounds (TAR), equipment reliability programs, and capital project scopes</strong>.</li>
<li>Strong ability to collaborate across Engineering, Maintenance, Operations, and Capital Projects.</li>
<li>Valid driver&#8217;s license and active <strong>TWIC® card or ability to obtain one</strong>.</li>

<h2>WORKING ENVIRONMENT</h2>

<p class="isSelectedEnd">This is a <strong>hands-on construction role</strong>, with approximately <strong>80–90% of the position spent working on the tools</strong>. The successful candidate will work alongside the crew while also providing day-to-day leadership and direction to one or two helpers.</p>
<p class="isSelectedEnd">The ideal candidate is someone who knows how to <strong>get the work done</strong>. They can take ownership of a site when required, troubleshoot problems in the field, keep a small crew productive, and use good judgment to determine when to solve an issue independently and when to call the Construction Manager for advice.</p>
<h2>KEY RESPONSIBILITIES</h2>

<li>Ensure tools, equipment, and materials are used safely and efficiently.</li>

<h2>QUALIFICATIONS</h2>

<li><strong>Minimum 3–4 years of hands-on experience in carpentry, landscaping, finish carpentry, or a combination of these areas.</strong></li>
<li>Strong practical construction skills and confidence working with tools and equipment.</li>
<li>Experience performing skilled construction work independently.</li>
<li>Previous experience leading, supervising, or providing direction to a small crew is preferred.</li>
<li>Comfortable being a <strong>working lead — supervising and providing direction while actively working alongside the crew.</strong></li>
<li>Ability to read and interpret construction drawings, plans, measurements, and specifications.</li>
<li>Strong practical problem-solving and troubleshooting abilities.</li>
<li>Sound judgment and the ability to determine which issues can be resolved independently and which require input from the Construction Manager.</li>
<li>Strong understanding of construction safety practices and job-site requirements.</li>

<p data-start="1005" data-end="1167">As the Mechanical Superintendent, you will provide day-to-day leadership for all mechanical construction activities while supporting successful project execution.</p>

<p><strong>Overview</strong></p>
<p>The System Operator is responsible for the safe, reliable, and efficient real-time operation of balancing authorities and generation assets. Working from the Network Operations Center (NOC), this role monitors system conditions, coordinates generation and interchange schedules, responds to system events, and ensures compliance with applicable reliability standards—while continuously optimizing operational performance and supporting grid reliability.</p>
<p>This position plays a critical role during both normal and emergency operating conditions and is entrusted with the authority to take timely real-time operational actions to protect the bulk electric system, support system restoration, and prevent potential reliability violations. The System Operator works closely with internal teams and external partners to maintain system integrity and operational excellence.</p>

<li>Performs direct operations of assets in a highly reliable, safe manner in accordance with  NERC and WECC reliability standards for BA &amp; GOP as it relates to procedures, policies and guidelines, and real-time logging and other record-keeping procedures for NOC Operators/Operations.</li>
<li>Work with the Compliance Team to implement new/updated reliability standards.</li>
<li>Demonstrate a thorough knowledge of NERC Operating Standards by maintaining the NERC Reliability or Balancing Interchange Certification exam. This certification has been established by NERC to provide standards for those who operate bulk electric power systems in North America. Certification must be maintained by obtaining the required minimum hours of NERC approved continuing education over a three year period. 30 hours must include simulated operations and 30 hours of training on NERC standards.</li>
<li>Demonstrate high level of customer focus, with emphasis on ensuring that system event and outage information is accurate and available in a timely manner for communication to Lead System Operator and/or the NOC Manager, senior management and third-party asset owner/operators.</li>
<li>Follow department procedures and utilize available human performance tools to ensure that instructions and communications with field personnel are clear and understood.</li>
<li>Support reporting/settlement duties for the Company’s generation projects and third-party generation operations projects.</li>
<li>Provide feedback, develop, and create procedures, policies, and guidelines for NOC operations.</li>
<li>Maintain effective work relationships within the department and the company; and maintain the professional competence, knowledge and skills necessary for the satisfactory completion of responsibilities during normal and sometimes high stress conditions.</li>

<li>Bachelor’s degree in a technical field or equivalent combination of education and experience. (Typically, 6 years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor’s degree.)</li>
<li>1–5 years of experience in electric operations or a related function</li>
<li>Possession and maintenance of a valid NERC certification at the Reliability Coordinator or Balancing Interchange level is required. Candidates must successfully pass the NERC examination before being authorized to operate the bulk electric system in North America.</li>
<li>Strong understanding of bulk electric system operations, generation dispatch, and balancing authority principles</li>

<h2>KEY RESPONSIBILITIES</h2>

<p data-start="774" data-end="1002">Reporting into refinery reliability leadership, the Rotating Equipment Reliability Engineer is responsible for supporting the reliability, operability, and mechanical integrity of critical rotating equipment across the refinery.</p>
<p data-start="1004" data-end="1268">This role partners closely with Machinery Inspectors, Operations, Maintenance, Engineering, and external vendors to troubleshoot failures, develop reliability strategies, support turnarounds, and execute both short- and long-term equipment improvement initiatives.</p>

<p style="margin-bottom: 0cm; background: white;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Garamond',serif; color: black; background: white;">We are seeking a skilled and motivated Sr. Electrical (Power) Engineer to join a clients’ refinery operations team in the Martinez, CA area. In this pivotal role, you will be responsible for assuring the safe, cost-effective reliability and integrity of electrical systems across the facility. You will collaborate closely with Electrical Inspectors on both long-term reliability objectives and day-to-day troubleshooting of complex refinery electrical equipment — including 15kV, 4160V, 2300V, and 480V distribution systems, synchronous and induction motors, starters, fans and blowers — while also providing critical technical support to an on-site 98.5MW cogeneration unit.</span><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Garamond',serif; background: white;">  </span></p>

<li style="background: white; margin: 0cm 0cm 0cm 28.0pt;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Garamond',serif; color: black; background: white;">Educate and mentor team members on electrical safety, power generation, power distribution, and equipment best practices.</span></li>
<li style="background: white; margin: 0cm 0cm 0cm 28.0pt;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Garamond',serif; color: black; background: white;">Apply electrical engineering expertise across a broad range of technical activities, including:</span></li>
<li style="background: white; margin: 0cm 0cm 0cm 50.0pt;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Garamond',serif; color: black; background: white;">Design, repair, and maintenance of electrical distribution equipment (breakers, relay upgrades) and utilization equipment (motors, starters, VFDs, etc.).</span></li>

<li style="background: white; margin: 0cm 0cm 0cm 50.0pt;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Garamond',serif; color: black; background: white;">Root cause analysis and risk analysis to eliminate repeat failures.</span></li>
<li style="background: white; margin: 0cm 0cm 0cm 28.0pt;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Garamond',serif; color: black; background: white;">Evaluate electrical reliability risks and develop infrastructure upgrade plans, capital projects, and turnaround work packages, including scope development, cost-benefit analysis, equipment procurement, and field execution.</span></li>
<li style="background: white; margin: 0cm 0cm 0cm 28.0pt;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Garamond',serif; color: black; background: white;">Collaborate with craft personnel and business teams to support electrical system troubleshooting, field commissioning, and performance monitoring to ensure operability, environmental compliance, and process safety.</span></li>
<li style="background: white; margin: 0cm 0cm 0cm 28.0pt;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Garamond',serif; color: black; background: white;">Support turnaround events by developing work scope, drafting execution plans, and providing hands-on technical support during planned outages.</span></li>
