HUMAN RESOURCES MANAGER, PROCTOR, WV, USA – #5762

IN DEMAND Recruitment & Consulting Inc. is seeking a HUMAN RESOURCES MANAGER for a client in Proctor, WV.

An international specialty manufacturing organization is building a next-generation chemical and food ingredient production facility in West Virginia. With significant long-term investment and multiple expansion phases planned, this site will play a critical role in the company’s global growth strategy.

Are you an HR professional who loves both big-picture strategy and rolling up your sleeves? This is a high-impact role where you’ll own the full HR function for a fast-paced chemical manufacturing plant. You’ll be a trusted partner to leadership and a go-to resource for employees—shaping culture, ensuring compliance, and keeping day-to-day operations running smoothly.

If you thrive in an environment where no two days are the same and your work directly impacts people and performance, this role is for you.

*This is a 100% on-site role.

What You Will Do:

Talent Acquisition & Onboarding

  • Lead full-cycle recruitment—from job postings and interviews to offers and hiring decisions (partnering with outside recruiters when needed).
  • Deliver engaging new-hire orientations and ensure all onboarding requirements are completed, including I-9s and safety training.

Employee Relations & Performance Management

  • Serve as the primary point of contact for employee questions, concerns, and conflict resolution.
  • Coordinate performance review cycles and support coaching and improvement plans.

Compliance & Workplace Safety

  • Ensure compliance with federal and state employment laws, including OSHA, FMLA, and EEO.
  • Maintain safety training documentation and support internal and external audits.

Payroll & Benefits

  • Process accurate, on-time payroll and recommend or optimize HRIS solutions.
  • Administer benefits programs and guide employees through open enrollment.

HR Systems, Records & Reporting

  • Maintain employee records and HRIS data with accuracy and confidentiality.
  • Track and report key HR metrics such as turnover, absenteeism, and training completion.

Training & Development

  • Schedule, track, and document mandatory training programs.
  • Support employee growth and development initiatives across the plant.

Employee Engagement & Culture

  • Lead recognition programs, wellness initiatives, and plant-wide events that strengthen engagement and morale.

What We Are Looking For:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field (HR certification preferred).
  • 3–7 years of progressive HR experience, ideally within manufacturing or the chemical industry.
  • Strong working knowledge of employment laws and HR best practices.
  • Excellent communication, organization, and problem-solving skills.
  • Experience with HRIS platforms and Microsoft Office; payroll system experience is a plus.
  • Sponsorship is not available for this role. All candidates must be US Citizen or Green Card Holder.

Why This Is a Great Opportunity:

  • Be part of a major greenfield project with long-term growth potential
  • Help shape the culture and operational foundation of a new flagship site
  • Work in a highly visible leadership role with strong executive support
  • Make a lasting impact on culture, performance, and people development
