Overview
Our client is seeking an experienced Project Manager to lead the successful delivery of capital projects within a complex refinery environment. Reporting to the Manager of Capital Projects, you will be responsible for managing projects from concept through engineering, procurement, construction, commissioning, and startup while ensuring they are delivered safely, on schedule, within budget, and in compliance with all regulatory and engineering standards.

What You’ll Do
As the Project Manager, you will lead capital projects from initiation through startup while ensuring project objectives, safety requirements, budgets, and schedules are achieved.
You will:
- Lead the execution of capital projects from project initiation through commissioning and startup.
- Develop project scopes, cost estimates, schedules, and funding requests while ensuring successful project delivery.
- Coordinate multidisciplinary engineering, procurement, construction, and operations teams throughout the project lifecycle.
- Ensure engineering deliverables meet project schedules, quality standards, and environmental and safety requirements.
- Develop procurement and construction strategies, including the acquisition of long-lead equipment.
- Monitor project costs, schedules, risks, and overall project performance while providing regular status updates.
- Support construction activities by coordinating issued-for-construction (IFC) drawings, responding to Requests for Information (RFIs), and resolving field issues.
- Oversee project closeout activities, including Management of Change (MOC), Pre-Startup Safety Reviews (PSSR), as-built documentation, preventative maintenance planning, and financial closeout.
- Partner closely with Operations, Maintenance, Engineering, and external contractors to ensure successful project execution.
What We’re Looking For
We’re looking for an experienced capital project leader who thrives in a refinery or heavy industrial manufacturing environment. You combine strong technical knowledge with excellent leadership, communication, and project management skills while maintaining a relentless focus on safety, quality, and execution.
Required Qualifications
- Minimum 10 years of experience within petroleum refining or a similar heavy industrial manufacturing environment.
- Minimum 5 years of Project Management experience leading capital projects within a manufacturing or industrial setting.
- Proven experience managing engineering, procurement, construction, and commissioning activities.
- Strong understanding of project budgeting, scheduling, risk management, and cost control.
- Excellent leadership, communication, and stakeholder management skills.
- Valid driver’s license.
- Active TWIC Card or the ability to obtain one.
Preferred Qualifications
- Bachelor’s degree in Engineering.
- Professional Engineer (P.Eng. / PE) designation.
Working Environment
This position combines office-based project management responsibilities with regular field support throughout the refinery.
Candidates should be comfortable:
- Working outdoors in varying weather conditions.
- Climbing ladders and stairs.
- Working at heights.
- Supporting planned shutdowns, maintenance outages, and emergency response activities.
- Participating in an on-call rotation supporting refinery operations.
